If you have two dose Covid-19 vaccine certificate (one dose for Johnson & Johnson) that you received the vaccine at least 14 days before departure or POSITIVE” COVID-19 PCR test result issued at least 28 days and at most 6 months before arrival, you can travel to Turkey considering official visa regulations.

Official visa regulations are in force. You should check for your own country visa rules for Turkey.
You should keep in mind that a negative PCR test and Health Pass / EU Vaccine Passport are two eligible documents that will ensure your status as a low-risk person in Turkey.
EU citizens and permit allowance holders coming from EU countries need to have these documents. Citizens and visitors declaring a health pass with two doses of COVID-19 vaccination are allowed to arrive in the country without any requirement of PCR test. However, unvaccinated passengers and those traveling from high-risk countries are required to show a negative PCR test result. PCR results should be received within a maximum of 72 hours. It is possible to have PCR testing in Istanbul but you will be waiting for the negative result to be received for several hours at the airport.
Exemptions from the test:
o Passengers who have two dose Covid-19 vaccine certificate (one dose for Johnson & Johnson) that they received the vaccine at least 14 days before departure.
o Passengers with a “POSITIVE” COVID-19 PCR test result issued at least 28 days and at most 6 months before arrival.
o Passengers between 0-12 years of age,
o Mercant Seamans,
o Cabin Crew
o International transfer passengers via SAW; Passengers with hold luggage, transfer flight has to be with company which has Interline/Codeshare agreement with Pegasus Airlines or Passengers with hand luggage, provided online check-in.
Passengers could be subject to quarantine, you can check for exemptions from the conditions below.
Passengers who exempt from quarantine;
o Passengers with a PCR test not exceeding 72 hours on arrival,
or passengers with an antigen test not exceeding 48 hours on arrival.
o Passengers who have two dose Covid-19 vaccine certificate (one dose for Johnson & Johnson) that they received the vaccine at least 14 days before departure.
o Passengers with a “POSITIVE” COVID-19 PCR test result issued at least 28 days and at most 6 months before arrival.
o Passengers between 0-12 years of age,

It is recommended to get registered on the system of the Ministry of Health via a registry form within 24 hours after your arrival. This form is mandatory for Turkish citizens and permit allowance holders in Turkey. However, foreigners who will stay a longer duration in the country are also encouraged to fill in the form for further health enquiries. Wearing a face mask on public transportation and in public places is mandatory.
